REPEALING AN UNAUTHORIZED RULE
The Wisconsin Department of Natural Resources proposes the following permanent rule to repeal NR 549, relating to recycling efficiency incentive grants to responsible units. |

Statutory authority for ch. NR 549, Wis. Adm. Code, was repealed by 2011 Wis. Act 32. 4. Related Statutes or Rules:
Sections 287.23 and 287.24, Stats., authorize financial assistance for recycling responsible units and recycling consolidation grants. Chapter NR 542 establishes rules under s. 287.23, Stats., for the implementation and administration of a grant program for planning, constructing or operating recycling programs. 5. Plain Language Analysis:
Chapter NR 549, Wis. Adm. Code, establishes rules and procedures under s. 287.235, Stats., for the implementation and administration of a grants program to provide financial assistance to recycling responsible units (RUs) that achieve efficiency in their recycling programs through the criteria or methods provided in the rule. Through this rule, the program encouraged RUs to consolidate or enter into a cooperative agreement with other RUs to realize cost savings and resource efficiencies or to broaden the scope of their recycling programs.
